A clear sky with no clouds make for a boring sunset/sunrise. The sky is just colored with a simple gradient, and will basically look the same every time. A simple, cloudless, perfect gradient. However, once the sunset/sunrise is accompanied with clouds it becomes a lot more vibrant and interesting.
